The 14th meeting of the Standing Committee of the 13th National People's Congress voted on the 26th to approve the decision of the State Council to temporarily adjust the relevant legal provisions in the free trade pilot zone. According to the decision, in the Pilot Free Trade Zone, the relevant provisions of the six laws including the Foreign Trade Law, the Road Traffic Safety Law, the Fire Fighting Law, the Food Safety Law, the Customs Law, and the Seed Law will be temporarily adjusted. The implementation of the promised commitments is: the use of public gathering places, fire safety inspection before business. According to the regulations, if the parties promise to meet the fire safety standards and provide relevant materials, the fire rescue agencies will no longer conduct substantive review and make an approval decision on the spot.
The matter of optimizing the examination and approval service involves: the production and operation license of the forest grass seed (import and export) is issued, and the audit of the implementation of the provincial forestry and grass department is cancelled according to the regulations.
It is reported that the above decision will take effect on December 1, 2019 and will be trialled within three years. Where the practice proves feasible, the State Council shall propose to amend the relevant laws; if it is proved that the practice is not suitable for adjustment, the relevant laws and regulations shall be resumed after the expiration of the pilot period.
